About the Customer
West Sussex County Council (WSCC) faced several challenges in managing its 11 Household Waste Recycling Centres (HWRCs). These centres serve over 400,000 residents and handle approximately 83,161 tonnes of waste per year.

The Challenge

West Sussex County Council (WSCC) faced several challenges in managing its 11 Household Waste Recycling Centres (HWRCs). These centres serve over 400,000 residents and handle approximately 83,161 tonnes of waste per year.

These challenges were further amplified during the COVID-19 pandemic, as public health measures necessitated reduced site capacities, enforced social distancing, and required additional traffic management protocols to ensure public safety.

In response, WSCC launched a trial of our HWRC Booking System at six of its busiest sites.

While COVID-19 presented unprecedented challenges, it also served as a catalyst for modernising WSCC’s HWRC operations. During the pandemic, the trialling of a booking system highlighted deeper, long-standing operational inefficiencies. This experience underscored the urgent need for a more efficient, sustainable approach to waste management.

The main challenges identified were:

  • Unauthorised Use: Traders frequently misused the facilities, placing unnecessary strain on resources and driving up costs that were already escalating due to rapid housing growth.
  • Traffic and Congestion: Long queues and traffic disruptions frustrated visitors and inconvenienced residents and neighbouring businesses, forcing the council to implement costly traffic management measures.
  • Limited network visibility and irregular visitor patterns led to inconsistent staff utilisation and uneven resource allocation across sites, which severely affected operational efficiency.
  • Escalating Costs: Rising operational expenses highlighted the need for a more strategic and cost-effective approach to managing waste services.

Recognising the opportunity to address these challenges, WSCC permanently implemented the booking system across all eleven of its sites in 2022, establishing it as a cornerstone of its HWRC transformation strategy.

The system was designed to enhance operational efficiency, streamline data management, reduce costs, and elevate the visitor experience. Its primary aim was to ensure that West Sussex’s HWRC network could effectively meet current demands while remaining agile and adaptable to future challenges.

The Solution

To tackle these challenges, we partnered with WSCC to develop a flexible and tailored HWRC booking product. This system is designed around five key components:

  1. The Customer Journey
  2. The Admin Portal
  3. The On-Site Check-In App
  4. The Analytics Suite
  5. The Integration Layer

The Customer Journey

Designed to be quick and user-friendly, the online booking process has been well-received. According to a recent survey in West Sussex, 96% of visitors reported a positive overall experience when using the booking system.

WSCC maintains complete control over the data collected during the booking process through customisable question sets and business rules, ensuring a tailored and efficient experience.

Users receive personalised guidance messages and criteria-based progressions to help them select the right options.

Key features such as address lookup, DVLA lookup, and waste declarations further streamline the journey, prevent misuse at the point of booking, and avoid on-site confrontation.

In response to customer feedback, West Sussex residents also now benefit from same-day or even same-hour bookings, supported by automated communications for confirmations, service updates, and amendments.

This approach delivers a seamless and efficient booking experience for residents, as evidenced by the fact that 98% of all bookings are currently made online.

The Admin Portal

The admin portal empowers staff to efficiently oversee scheduling, resource allocation, communications, and reporting across multiple sites, services, waste streams, and vehicle types. Time-saving features, such as a mass email panel, visitor alert lists, and banned lists, have helped West Sussex staff streamline admin processes. Additionally, staff now have complete control over the service, enabling them to customise slot allocations, manage bookings, configure locations on a site-by-site basis, edit customer-facing forms, update communication workflows, and adjust business rules. These tools ensure the system remains flexible and aligned with operational needs.

The On-Site Check-In App

This mobile/tablet check-in app lets site staff see what’s going on across the network with real-time booking updates, visitor category alerts, vehicle of interest notifications, out-of-borough flags, high usage flags, banned lists, real-time reports, and a no-booking feature.

Site staff can also add notes to a booking, amend booking information, and more to reconcile information for accurate reporting.

The Analytics Suite

West Sussex’s waste management team benefits from a comprehensive analytics suite, providing access to a wealth of actionable data. The system offers interactive dashboards, customisable CSV reports, and pre-built reports covering a wide range of data points and KPIs. These include waste stream trends, resident usage patterns, site-specific and network-wide utilisation, booking metrics, vehicle type analysis, and more, empowering the team to make data-driven decisions.

The data we’re collecting from the booking system is impressive. We have already collected a lot of data that helps us identify trade misuse across our network, and we’re looking forward to working with the bookinglab team to build on what we have.

The Integration Layer

The booking system also features a REST API layer, enabling seamless integration with other systems within WSCC’s enterprise architecture. This connectivity enhances workflows, automates tasks, and reduces operational silos.

The Implementation Process

The implementation process was a collaborative and iterative journey. We worked closely with key stakeholder groups to co-create a flexible product that aligned with the council’s strategic goals.

The platform was introduced through a phased rollout. Initially, WSCC trialled the system at six of its busiest sites for 12 months. Once the benefits became clear, they decided to implement the system across all their sites and procure it for long-term use.

Upon renewal, WSCC continued the phased rollout to streamline operations while engaging and educating residents on its use. This involved deploying a Minimum Viable Product and establishing continuous feedback loops for system refinements.

Leveraging feedback and data collected from residents and staff, we worked closely with WSCC to develop practical features and functionalities tailored to user needs, i.e., same-day booking, while avoiding the pitfalls of over-engineered solutions.

This approach led to the creation of a best-in-class system that provides an intuitive user experience, achieving high adoption rates and strong customer buy-in.

The Results

WSCC’s HWRC Booking System has achieved remarkable success, delivering significant improvements across four key areas: operational efficiency, financial performance, environmental sustainability, and user satisfaction.

Notably, the council is expected to achieve an impressive 1500% return on investment.

Cost Savings and Economic Impact

The booking system is projected to deliver over £650,000 in annual contract-related cost savings. A significant driver of this success is its ability to curb commercial misuse, leading to a 350% increase in banned vehicles, a 561-tonne reduction in waste volume, and a greater diversion of waste from residual disposal to recycling.

In just the April-July period following its full implementation, the system has also already saved over £25,000 in waste transfer and handling costs.

An additional £75,000 was saved in printing, postage, and communication costs as the booking system has replaced WSCC’s existing permit scheme.

The system has also significantly reduced general communication costs. Previously, tasks like running annual feedback surveys or managing site closures for maintenance and emergencies required expensive campaigns involving signage, press ads, and leaflets. Now, with features like block booking, bulk cancellations, customisable surveys, and mass email notifications, these processes are far more efficient. WSCC can easily prevent bookings in advance, update the website instantly, and notify customers directly via email, saving time, money, and administrative effort.

Queue Reduction

By using data to manage slot allocations and control visits, the system has smoothed out demand, effectively eliminating queues. This streamlined approach to site management has not only reduced traffic congestion but also enhanced community relations by alleviating the frustrations of residents and businesses affected by the previous traffic issues. Additionally, the improved traffic flow has contributed to safer road conditions around the site, minimised carbon emissions from idling vehicles, and allowed site staff to manage on-site operations more efficiently.

Cllr Deborah Urquhart adds:

Ensuring a steady flow of customers at our centres means residents have more time to select the correct recycling container and staff have more time to offer recycling advice and assistance. This means materials can often be diverted from residual waste to more efficient recycling routes. This not only helps us to increase recycling – one of our key targets in our Council Plan – but will also save money by reducing disposal costs.

Environmental Benefits

WSCC has achieved a 6.5% increase in recycling rates (77.5%), driven by the booking system’s ability to free up site staff. With fewer administrative burdens, staff can focus on educating visitors about proper recycling practices, leading to reduced waste contamination and more effective recycling efforts.
By promoting more efficient vehicle usage, the system has also increased the average waste load per vehicle. Combined with reduced queuing times—and fewer idling vehicles—this has significantly lowered the authority’s CO₂ emissions.

Beyond operational enhancements, the system’s advanced communication tools have empowered staff to effectively deliver recycling messages and spearhead targeted initiatives like the councils ‘Let’s SCRAP fly tipping campaign.’

User Satisfaction

A recent survey of West Sussex residents found that 96% of visitors rated the booking system as ‘good’ or ‘excellent,’ and 98% reported securing a slot on their preferred date and time. Key service improvements highlighted by respondents included the elimination of queues, better communication, enhanced convenience, and increased support from staff.

Operational Efficiency

AI-powered tools and automated scheduling have transformed the visitor experience by optimising slot allocations and virtually eliminating queues.

Controlling the number of site visits allows West Sussex to allocate staff more effectively, preventing overstaffing or understaffing and reducing unnecessary overtime expenses.

With a predictable inflow of waste, staff can also efficiently plan the use of site equipment and transport vehicles.

This proactive approach has not only reduced wasted capacity but also helped to avoid the costly disposal methods associated with unexpected surges in volume.

Sophisticated analytics tools further these advancements by delivering clear, actionable insights that drive smarter decision-making. The system has significantly improved budgeting, resource allocation, and the modelling of strategic cost-saving initiatives by utilising data on waste trends and resident behaviour.

Detailed insights into waste types and volumes at the district and ward levels enable the authority to develop targeted education and outreach programmes.

These initiatives help reduce waste management costs, streamline on-site processes, and enhance overall operational efficiency.

WSCC’s booking system has also streamlined the council’s operations by consolidating processes onto a single, centralised platform. This has eliminated the need for permit-based systems and created a smoother, more efficient experience for staff.
